The formation and legitimate assignment of functions to this State Ministry has been made in line with the policy ‘a righteous, disciplined and law abiding society’ to which due consideration had been made in the ten-fold policies stipulated in the government policy statement “Vistas of Prosperity and Splendour” (page 70-74) and by the Gazette Extraordinary No. 2187/27 of 09.08.2020, the Gazette Extraordinary No. 2194/74 of 25.09.2020 and the Gazette Extraordinary No. 2202/25 of 20.112020. Accordingly, the State Ministry of National Heritage, Performing Arts and Rural Arts Promotion is entrusted with the tasks of assisting in the formulation of policies in relation to the subjects of culture, national heritage, promotion of performing arts and rural arts for conservation of national heritage and maintenance of culture, literature and arts at high standards in conformity with the prescribed Laws, Acts and Ordinances, and implementing projects under the National Budget, State Investment and National Development Programmes and implementing, monitoring, follow-up, and evaluation of subjects and functions and relevant policies, programmes and projects of the departments, state corporations and statutory institutions which comes under the purview of this State Ministry.
“රට හදන සෞභාග්යයේ දැක්ම” රජයේ ප්රතිපත්ති ප්රකාශනය තුළ හඳුනාගෙන ඇති දස වැදෑරුම් ප්රතිපත්ති මාලාවෙහි විශේෂ අවධානයක් යොමු කර ඇති ‘ගුණගරුක විනයගරුක නීතිගරුක සමාජයක්” (පිටු අංක 70-74) යන ප්රතිපත්තිය අනුව හා අංක 2187/27 හා 2020.08.09 දිනැති අති විශේෂ ගැසට්පත්රය සහ අංක 2194/74 හා 2020.09.25 දිනැති අති විශේෂ ගැසට්පත්රය මඟින්, මෙම අමාත්යාංශය ස්ථාපනය කිරීම හා කාර්යභාරය නෛතිකව පැවරීම සිදු කර ඇත. ඒ අනුව ජාතික උරුමයන් සංරක්ෂණය කිරීම සහ සංස්කෘතිය, සාහිත්ය සහ කලාව ඉහළ ප්රමිතියකින් යුතුව පවත්වාගෙන යාම සඳහා අදාළ නීති සහ අණ පනත්වලට අනුකූලව සංස්කෘතිය, ජාතික උරුම, ප්රාසාංග කලා, ග්රාමීය කලා ශිල්පී ප්රවර්ධන කටයුතු විෂයයට අදාළ ප්රතිපත්ති සම්පාදනයට සහාය වීම, ජාතික අයවැය, ජාතික ආයෝජන හා ජාතික සංවර්ධන වැඩපිළිවෙළ යටතේ ඇති ව්යාපෘති ක්රියාත්මක කිරීම, අමාත්යාංශ විෂය පථයට අයත් දෙපාර්තමේන්තු, රාජ්ය සංස්ථා හා ව්යවස්ථාපිත ආයතනයන්හි විෂයයන් හා කාර්යයන් හා ඊට අදාළ ප්රතිපත්ති, වැඩසටහන් සහ ව්යාපෘති ක්රියාත්මක කිරීම, පසු විපරම් කිරීම හා ඇගයීම ජාතික උරුම, ප්රාසාංග කලා හා ග්රාමීය කලා ශිල්පී ප්රවර්ධන කටයුතු රාජ්ය අමාත්යාංශය වෙත පවරා ඇත.
அரசாங்கத்தின் விஞ்ஞாபனமான "நாட்டைக் கட்டியெழுப்பும் செழுமைக்கான தரிசனம்" என்ற பத்து படிக் கொள்கைத் தொடரில் அதிக கவனம் செலுத்தப்பட்டுள்ள 'ஒழுக்கமுள்ள, சட்டத்தை மதிக்கும் நேர்மையான சமுதாயம்' (பக்க இலக்கம் 70-74) கொள்கையின்படி, 2187/27 மற்றும் 2020.08.09 திகதிய அதிவிஷேட வர்த்தமானி இலக்கம் 2194/74 மற்றும் 25.09.2020 திகதிய அதிவிஷேட வர்த்தமானி ஆகியவற்றின் மூலம், இந்த அமைச்சு தாபிக்கப்பட்டு இதற்கு சட்டப்பூர்வ கடமைகளும் சாட்டப்பட்டுள்ளன. அதன்படி, தேசிய மரபுரிமைகளை பாதுகாப்பதற்கும், கலாச்சாரம், இலக்கியம் மற்றும் கலை என்பவற்றை உயர் தரத்துடன் பேணிப்பராமரிப்பதற்குமான சட்டங்களுக்கும் மற்றும் கட்டளைகளுக்கும் இணங்க, கலாச்சாரம், தேசிய பாரம்பரியம், கலைநிகழ்ச்சிகள், கிராமப்புற கலைஞர்கள் ஊக்குவிப்பு ஆகிய விடயங்கள் பற்றிய கொள்கைகளை உருவாக்குவதற்கு உதவுகின்றது. தேசிய வரவுசெலவுத்திட்டம், தேசிய முதலீடு மற்றும் தேசிய அபிவிருத்திக் கருத் திட்டத்தின் கீழ் திட்டங்களை செயல்படுத்துதல், அமைச்சுக்கள், அரசாங்க நிறுவனங்கள் மற்றும் நியதிச்சட்ட சபைகள் என்பவற்றின் கீழ் வருகின்ற துறை சார்ந்த பாடங்கள் மற்றும் செயல்பாடுகள் மற்றும் தொடர்புடைய கொள்கைகள், நிகழ்ச்சித் திட்டங்கள் மற்றும் கருத் திட்டங்கள் தேசிய மரபுரிமை விடயங்களை நடைமுறைப்படுத்தல், பின்னூட்டல் மற்றும் மதிப்பீடு செய்தல், கலைநிகழ்ச்சிகளையும் மற்றும் கிராமப்புற கலைஞர்களையும் ஊக்குவிக்கும் நடவடிக்கைகள் என்பன போன்ற பொறுப்புக்கள் இந்த இராஜாங்க அமைச்சுக்கு ஒப்படைக்கப்பட்டுள்ளன.
